SMART CITY
The Digital Transformation Master Plan (SDTN) for the city of Casablanca is one which, following a precise diagnosis and a wider scope (technical, organizational, governance) followed by an international benchmark, has made it possible to urbanize the city’s information system.
This urbanization has allowed for more than 70 varied projects to come to life (applications, infrastructure, services, etc.), which have been encoded and planned over a period of 5 years.
The SDTN also describes the organizational structure and the governance that should pilot the implementation of the projects under the best conditions, as well as the standard methodological tools to pilot this innovative project of smart city in Morocco.
Our business unit, Casa Numeric, is in charge of the implementation of this SDTN through the fulfillment of the projects described therein, starting with those considered as the base (infrastructure, CiRM, Portal, Mobile Application, etc.).
The Greater Casablanca development plan (PDGC 2015-2020) has provided for several strategic axes of development, including the quality of life Hub.
The objective of this axis is to bring the city back together with its inhabitants. Among the concrete actions supported by the Master Plan for the Digital Transformation of the city of Casablanca are the administrative services.
These services offered will allow citizens to access administrative procedures in a paperless, electronic way without the need to travel and will thus provide them considerable gains in terms of quality of service and response time. They will also make it possible to support and promote citizen participation.
The services are systematically carried out by Casa Numeric via several channels, by favoring the mobile for citizen access and favoring interaction with the latter (CiRM, contact and proposal spaces, etc.)
During the definition of the Master Plan for the Digital Transformation of the city of Casablanca, digital planning for the region was identified as a key and pivotal project in the city’s smart city program.
Furthermore, over the course of implementing these projects, the telecom connectivity component of the municipality, the 16 districts and the administrative annexes they house, was redesigned and switched to broadband through the roll-out of fiber optics, which has provided service to regions where this media had been absent.
Data is the city’s memory, its immaterial wealth, which in electronic format sees its value increased tenfold and which can be, for certain aspects, shared in the form of free data (Open Data) with citizens and the ecosystem concerned with its operation.
In this sense, through a holistic approach, we consolidate the intangible data heritage of the city of Casablanca at its cloud level, while setting up an urban data platform which will bring added value to this data through cross-checking and artificial intelligence mechanisms (machine learning in particular), will facilitate management for the city by offering relevant dashboards and offer the usage of data to interested parties in monetized or free form.

The technologies used are diverse and for cloud hosting needs, developments are carried out in such a way as to use the resources of this environment in an optimized, secure manner.
The application development carried out by our teams follows the standard life cycle through:
- the support offered by the service department to users. This support also makes it possible to make requests for changes which, after study and implementation, bring the product even closer to its users;
- optimization of the resources used by the product at cloud or on-premise level, as it is used;
- the opening of access to internal applications, for other applications either developed internally or acquired, as well as for potential data exchanges.
Backed by the implementation of operational solutions for Casablanca Prestations and the city of Casablanca, we have developed proven expertise in the management of hardware, software, network and telecom solutions that it uses for its partners, in order to support digital transformation projects.
Our expertise is mainly oriented towards digital projects related to the smart city, and has made it possible to develop an arsenal of management tools capable of guaranteeing the success of the projects it manages.
Through the design of the information system for the city of Casablanca, security was placed as an intrinsic value, and implemented at the level of the various components and equipment.
Thus, in addition to telecom redundancy within Casablanca Prestations entities, the municipality and its districts, the highly secure cloud with applications working at high availability allows the rapid resumption of service in the event of a forced interruption (very rare) in this environment.
The laying of certain bricks of the information systems on the local servers of Casablanca Services (on-premise) is secured through a hybrid architecture with replication of local data to the cloud.
Digital Products
e-administration
e-administration is also supported through indoor initiatives, in several forms, namely:
- Project management assistance through support for the operation of shared national platforms, such as mail management for the municipality and its districts;
- Support for the implementation of POC (Proof of Concept), for the electronic paperless services offered by the municipality (signature legalisation and copy certification).
Service desk
Digital transformation involves the implementation of new tools (technical, organizational, etc.) with which the human resources in charge must be proficient.
In order to be as close as possible to the information system users, both at the level of the municipal administration and the internal entities of Casablanca Prestations, Casa Numeric has set up a system for reporting and monitoring incidents through:
- A dedicated website (www.sdcp.ma) accessible in self-service mode;
- A Hotline;
- Focal points responsible for reporting incidents and providing local support.
Data Centers & Cloud Services
The infrastructure for hosting the city’s applications and its equipment has been designed with the logic of standardization, continuity and state-of-the-art IT service, even in the event of equipment/hardware or connection failure.
Thus, in addition to the Data Centers installed at Casablanca Prestations and its Business Units, the head office of the Municipality and those of the sixteen districts have been equipped with Micro Data Centers to house network, telecom and local server equipment.
In addition, the city’s applications are hosted at the city’s cloud level to benefit from the scalability, security and flexibility offered by this cutting-edge technology.
Finally, this hybrid logic of using on-premise and cloud resources allows high availability and maintenance of data in a consistent and redundant state (between the two environments).
GIS – SIG

The geographical information system was first installed to consolidate the geographical data heritage of the city of Casablanca, through a system aligned with those used by the partners.
The heritage is grouped in the form of thematic layers, and comes in addition to management applications for various areas of the city (street fittings display, unbuilt land, clean tours, etc.).
The GIS is also a repository for future geographic data, planned as part of the city’s Digital Transformation Master Plan.
